Staff Analysis of the Legislation
This legislation allows the Department of Transportation (DOT) to use an alternative system for hiring professional services for a project.  Using the alternative system, DOT could select three or more qualified professionals to submit proposals for a project.  DOT is authorized to enter into a contract with the lowest priced proposal or negotiate a lower contract price.  If DOT is unable to enter into a contract, then it may go to the next lowest priced proposal.
